G. ATA Carnets:
a particular exporter to export a specified quantity of a product to a destination. Basically, an WL is required for products such as weapons and hi-tech goods that may be used against the U.S. or its allies, or for commodities in short supply in the U.S. If an IVL is required, the exporter must prepare a form BXA-622P, "Application for Export License", and submit to the BXA (below) administering IVLS. If the application is approved., a Validated Export License (VEL) with an authorization number will be issued to the applicant. All goods exported under an IVL must be accompanied by an Shipper's Export Declaration (SED).ATA stands for "Admission Temporaire - Temporary Admission". ATA carnets are good for one year. If the merchandise are temporarily imported to the U.S. for exhibitions in a trade, an ATA Camet must be obtained to avoid duties on such merchandise. The camct serves as a deposit against the payment of customs duties that may become due if the temporarily imported goods are sold or not re-exported within the specified time. For temporary importing to the U.S., ATA carnets may be used on items including commercial samples, professional equipment and advertising materials.
Costs associated in obtaining a camet include:
1. a non-refundable processing fee ranging from US$120 to US$250, depending on the shipment value;
2. a security deposit, usually 40% of the merchandise value, in the form of a certified check or surety bond.
